We have 19 received a notification from the Ohio Bureau of 20 Workmans' Compensation that we have been lucky 21 enough to have been selected for a random audit 22 of our Workmans' Compensation records and I look 23 forward to that. Mr. Bradley? 12 MR. BRADLEY: Yes. Jefferson 13 Township Board of Trustees Processing of VX 14 Hydrolysate, April 1, 2003. It is the position 15 of the Jefferson Township trustees that the 16 movement of VX Hydrolysate from Newport, Indiana, 17 to Perma-Fix, located in Jefferson Township, 18 Montgomery County, Ohio, is unacceptable. 19 After receiving numerous calls from 20 citizens, listening to their concerns at our 21 monthly meetings and attending public information 22 forums regarding the issue, we believe there are 23 several unanswered questions regarding the safety 24 of the proposed project. This being the case, 25 the Jefferson Township trustees unanimously 5 1 oppose Perma-Fix's effort to process VX 2 Hydrolysate in Jefferson Township. 3 MS. JONES: If we could take a vote 4 on it and we will sign it and pass it down. 5 Mr. Elijah, would you take a vote on that? 6 MR. ELIJAH: For the record, I would 7 like it to be noted that the trustees' position 8 statement on Perma-Fix of Dayton as read by 9 administrator, Mr. Bradley, be approved by the 10 board of trustees. Mr. Sims, how do you vote? 11 Affirmative to approve the statement? 12 MR. SIMS: To approve the statement, 13 yes. 14 MR. ELIJAH: Mrs. Jones? 15 MS. JONES: My vote is yes. 16 MR. Trustees had a 23 public auction on March the 17th. Bids were due. 24 They received two bids for the three acres on 25 Business Park Drive directly adjacent from this 6 1 building. The two bids were Millennium Express 2 Stop, LLC, 30,000 per acre, and Golden Graham, 3 Inc., at 25,000 per acre. 4 MS. JONES: Thank you, Mr. Bradley. 5 I make a motion that we reject bids at this time. 6 MR. SIMS: I second. 7 MR. ELIJAH: The motion has been 8 properly moved and seconded to reject the bids 9 for the three acres in the business park and, 10 Mr. Ramsey, how do you vote? 11 MR. RAMSEY: Yes. 12 MR. Another 17 application for a community development block 18 grant for resurfacing in the Blairwood 19 neighborhood and road construction on Business 20 Park Drive. Kind of requires that we submit 21 resolutions in support of it. These will be the 22 two resolutions for our submission this year. 23 MR. The road 9 construction on Business Park Drive will be a 10 quarter of a million dollars, 300,000. 11 MR. SIMS: You say 300,000? 12 MR. BRADLEY: Yes. That's what I'm 13 looking at at this point. 14 MR. ELIJAH: I'd like to call for 15 the vote. Mr. Ramsey? 16 MR. RAMSEY: Yes. 17 MR. ELIJAH: Mrs. Jones? 18 MS. JONES: Yes. 19 MR. JONES: Appointment of the 24 following volunteers for the fire department. 25 Mr. Bradley, do you have anything to speak to 9 1 this? 2 MR. BRADLEY: No. I spoke with 3 Chief Mann. He indicated these four individuals 4 are willing and able to serve on our fire 5 department, and I'm sure he's interviewed them 6 all and done a background check and they all meet 7 his criteria. 8 MR. RAMSEY: Can you pronounce their 9 names? 10 MR. BRADLEY: I'll give it a shot. 11 Jonathan Orzechowski, Oltson Pepa, William 12 Schlotterbeck and William Honiovs, III. 13 MR. RAMSEY: I make a motion that 14 the four volunteers be accepted in our fire 15 department. 16 MR. SIMS: I second. 17 MS. JONES: I second and would also 18 like to comment that I enjoy seeing the volunteer 19 department increase. Mr. Mann, it's a good 20 thing, Captain. The chief is doing well at that 21 and several meetings we've had so that's always a 22 good thing to see. Next on the agenda, trustees' 23 report. Mr. Sims? 24 MR. SIMS: Well, it's very important 25 for us to know that we have a unit breakfast the 10 1 19th. It's on a Saturday morning. Mt. Carmel 2 Baptist Church. This is our second annual unit 3 breakfast. Mayor Rhine McLin will be speaking 4 and Reverend Backus will be giving the 5 benediction and the prayer, and we're gonna have 6 a lot of politicians there but I want everybody 7 to be there because this is for Jefferson 8 Township. This is for the neighborhood. Unit 9 breakfast is $10 per breakfast, $80 for a table. 10 We want this place to be packed. We want 11 everybody from Jefferson Township, white, black, 12 green, red. We want you there. It's a unit 13 breakfast and I want you to come and want you to 14 participate and eat a good breakfast and really 15 get involved in the politics in Jefferson 16 Township and talk to us because there's a lot of 17 things that you don't know we'll be doing. We 18 want you to know what we're doing. 19 UNIDENTIFIED SPEAKER: What time? 20 MR. SIMS: 8:00 o'clock in the 21 morning. Can you get up that early? 22 UNIDENTIFIED SPEAKER: What day? 23 MR. SIMS: It's on the 19th. 24 MS. JONES: April the 19th? 25 MR. SIMS: April the 19th, Saturday 11 1 morning. 2 UNIDENTIFIED SPEAKER: What time? 3 MR. SIMS: 8:00 o'clock. We're 4 gonna have a good time. Just come and enjoy 5 yourself. We're gonna have good food. You like 6 grits and all that? We're gonna have good food. 7 UNIDENTIFIED SPEAKER: Where will it 8 be? 9 MR. SIMS: Mt. Carmel Baptist Church 10 there on Infirmary and Dayton-Liberty Road. The 11 large church back there. Let me tell you, all 12 the money will be going to Jefferson Township 13 Days. You know, that's our day, too. So that 14 money will be going there for entertainment. So 15 try to make it and help your neighborhood out -- 16 Jefferson Township. I appreciate that. That's 17 it. 18 MS. JONES: Thank you. 19 UNIDENTIFIED SPEAKER: Who's selling 20 the tickets? 21 MS. JONES: They'll probably have 22 some here. You can call the office if you need 23 more information. Rufus is standing back there 24 and she chairs that meeting so -- 25 MR. SIMS: Yeah. Want you there. 12 1 MR. RAMSEY: In conjunction with the 2 unit breakfast, Jefferson Township Days will be 3 held June the 20th through the 22. This is a 4 total community event, and sorry to say we're not 5 getting much participation from the residents on 6 the other side of Union Road. Here again, we 7 invite you to join the Jefferson Township Days 8 Committee and help us put this off. We've tried 9 every way we know how to get these people to come 10 in and participate. We're making another plea. 11 Please come in and help us on Jefferson Township 12 Days. Thank you. 13 MS. JONES: Thank you. I don't have 14 an announcement. I did reference to the fire 15 chief, Roy Mann, and I'm not sure if everybody 16 knows him. So just for a moment if you could 17 just stand so they can see who I was speaking to. 18 And next on the agenda would be risk management. 19 Mr. Bradley, would you please -- 20 MR. BRADLEY: During the month of 21 March there were two stop signs repaired or 22 replaced, Knapp at Davenport on the 26th of March 23 and Strand at Fiske on the 27th of March, and 24 that concludes the risk management activities for 25 the month. 13 1 MS. JONES: We, again, want to ask 2 the citizens if you can help us with -- we 3 replace many street signs often. If you see kids 4 out climbing on the poles, the street signs or 5 something, it would help if you could tell them 6 to get down, leave the signs alone. We need your 7 eyes to help with this problem because the 8 weather is getting warm and we spend a lot of 9 money doing that, replacing them and it's 10 constant. So if the citizens could help us with 11 that, we would appreciate that. Financial report 12 for the proceeding month. 13 MR. RAMSEY: I make a motion that 14 the financial reports for the proceeding month be 15 adopted. 16 MR. SIMS: I second. 17 MR. ELIJAH: The motion has been 18 properly moved and second. JONES: We are calling the 11 meeting back to order. We're now out of 12 executive session reviewing personnel issues. 13 The next item on the agenda is citizens' 14 comments. Citizens' comments. We will still -- 15 we have a time where we still allow three 16 minutes. 17 MR. BRADLEY: I have Edna Vick, 2121 18 Hacket. 19 MS. VICK: When you said that you're 20 against the Perma-Fix -- that was my question, if 21 you're really against it. That's my question. 22 MS. JONES: Thank you. Mr. Bradley? 23 MR. BRADLEY: Next I have Charles 24 King of 5135 Hacket. Perma-Fix. 25 MR. KING: Charles King. Also, part 15 1 of the question answered when you accepted or 2 approved that you're against it. I'm waiting to 3 see if that will be final. Reason I said is 4 because I've been out here -- soon 45 years -- 5 and none of the trustees has ever been -- in JT 6 has ever done anything. I just noticed that here 7 on the two bids that you had here on the three 8 acres -- what's the location of those acres? 9 Where are they at? Can I get an answer on that? 10 MR. SIMS: The three acres he's 11 talking about, this is Business Park Drive here. 12 It's across the street, sir. 13 MR. KING: All right. Are they the 14 only two bids that you got? 15 MS. JONES: Yes, sir. 16 MR. KING: Should I get an answer 17 from you why -- what did you reject them on? 18 What was the basis that you rejected the business 19 of bids? 20 MS. JONES: We rejected the bids at 21 this current time. We now have options. The 22 Ohio Revised Code has allowed us other options in 23 regards to receiving bids and working with 24 contractors. The other reason is because we now 25 have an option that allows us to receive 16 1 statewide bids. There were several reasons. We 2 also can reopen these same bids for the three 3 acres. 4 MR. KING: Well, I was just getting 5 ready to say when you said that that as far as 6 these first two bids, I have a form right here 7 that has what was going on in three acres and 8 will they be included in the new talk or the -- 9 MS. JONES: You're asking if they 10 can resubmit bids? 11 MR. KING: Certainly. 12 MS. JONES: Absolutely. 13 MR. KING: I know I'm running shy on 14 my three minutes. And in the Art Fisher Park, 15 there is something that either doesn't belong 16 there or park there -- or put there. Is there 17 something going to be done there at the park, 18 construction or whatever? 19 MS. JONES: I'm sorry, sir. I don't 20 understand your question. 21 MR. ELIJAH: May I respond? There 22 is no development proposed for the park, not the 23 park property. What's being proposed is a -- and 24 I hate the word senior citizen because it doesn't 25 do justice -- 17 1 MR. KING: This is just about a bid 2 from the community. 3 MR. ELIJAH: That's a true 4 statement. 5 MR. KING: Put it up front. 6 MR. ELIJAH: I'm on the door step 7 and I don't consider myself personal. No, he's 8 not talking about the three acres. He's asking 9 about the development across the parkway. 10 MR. SIMS: Hold it. Cool down, now. 11 MR. ELIJAH: You're asking about the 12 development. There's acres which is across from 13 the Art Fisher Park where it is a proposed site 14 of a senior citizen center. 15 MR. KING: That was my next 16 question, but I'll exceed what time I have left, 17 come back with that. 18 MS. JONES: Thank you, sir. 19 MR. BRADLEY: Rose Slaughter of 5257 20 Dayton-Liberty Road. 21 MS. SLAUGHTER: Has the township 22 received any additional funds due to the 23 transportation and how much? 24 MS. JONES: Again, we will say that 25 we never received funds from Perma-Fix. 18 1 MS. SLAUGHTER: Okay. Thank you. 2 MR. BRADLEY: And lastly, I have 3 Mr. Dixie Thompson of 7166 West Third Street 4 inquiring about the block grant. 5 MR. THOMPSON: Yes. My name is 6 Dixie Thompson. And on this block grant you have 7 here on Third Street. On the Trotwood side it 8 runs down to Union Road. On the south side it 9 runs down to Union Road. But they're picking 10 just certain areas that they want people to have 11 grants and nobody else can get and I'm included 12 in -- they don't go my distance. They stop at 13 Union Road. Why don't we have it all over the 14 township? 15 MR. BRADLEY: Are you speaking about 16 the fasad program? 17 MR. THOMPSON: Yes. 18 MR. BRADLEY: I think the target 19 area is Victory to Union Road. That was our 20 target area for the CDBG program. However, if 21 the program is successful, that's to say we got a 22 lot of businesses interested and the money's 23 allocated for that program, the county has 24 assured us that they can make additional monies 25 available. Presently, it's just Victory on the 19 1 east and Union Road on the west. 2 MR. THOMPSON: Since Trotwood has 3 had the zoning, they haven't done anything in 4 years and they've come down and even included my 5 property in on that but I'm not with them. I'm a 6 -- they're on one side and I'm on the other side. 7 I can't figure out how they can get -- why not 8 make the whole township -- if you have property 9 that they could get grants to do what they like 10 to do and have -- I think that would be -- in my 11 opinion, if you're willing to put up so much, 12 then you should do the grant to get it approved. 13 MS. JONES: And Dixie, this 14 program -- the program for the Trotwood corridor, 15 we're doing this together. We've been working 16 with Trotwood for several years with this. 17 Trotwood isn't deciding what's happening with 18 this. We've even -- when it comes to even 19 demolition, we have all gone together and decided 20 how much was in the pot in an equal amount. 21 That's being done on both sides. We did that 22 just because half of it's Trotwood on one side of 23 the street and the other -- so in order for us to 24 do the whole improvement program, we joined in 25 with Trotwood and petitioned for the money 20 1 together. So we've been working on doing this 2 together. So we -- both entities have had input 3 on what we're doing with that, and I think we've 4 probably been working on this for four or five 5 years now. 6 MR. THOMPSON: It's been going on 7 that long. 8 MS. JONES: So it takes a while, and 9 once we can get what we want done, then we do 10 plan on expanding it and taking it as far as we 11 can, but it takes a lot of time and it's a lot of 12 work and we're continuing to work with Trotwood 13 to try to beautify and to get this area where 14 people will want to bring their businesses in. 15 MR. THOMPSON: The way I felt -- and 16 Trotwood is wanting to take Jefferson over with 17 them so I'm very much against it as far as that 18 goes. I've been in the township -- 19 MR. RAMSEY: So am I. 20 MR. THOMPSON: The only way we can 21 do it is to make the grants feasible by giving 22 everybody a chance. If you've got the property 23 and you needed it, I think you should have a 24 right to fix your place up the way you want to. 25 MS. JONES: Now, I tell you, too, 21 1 and hopefully we will do this again. This is 2 another joint project that we did with the 3 citizens of Trotwood and the citizens of 4 Jefferson Township where we held, I guess it was, 5 a big seminar and there were people that came in 6 from some of the county organizations where they 7 were giving a lot of the business owners options 8 to be able to seek money to improve their areas, 9 and maybe we'll be able to talk to Trotwood about 10 doing that again. There was a large participant 11 of people that came to that. I don't know how 12 many people actually utilized some of the 13 services, but it went well and hopefully we can 14 do it again and we can get more participation on 15 Jefferson Township side. 16 MR. SIMS: I'd like to say this, 17 too, Dixie. We are going to do the Third Street 18 corridor. We are doing everything to make this a 19 business section. Just like the young man back 20 there was saying, it's a bid on the community. 21 We are trying to do a lot on Third Street to make 22 this happen, and that's why we're working very 23 hard with Trotwood. And I think within a couple 24 years you might see some things going on, talking 25 about sewers, streets, curbs and everything like 22 1 that, additional streets and everything. So I 2 say in a couple years you'll see a lot of things, 3 Dixie. 4 MS. JONES: Hopefully then we can 5 expand more. 6 MR. SIMS: Yeah. 7 MS.
