SIMS: I'm sorry. Okay. NASW award MIKE MOBLEY REPORTING 937-222-2259 3 1 Brice Sims public official of the year. Well, I'd 2 just like to tell you that the Social Workers of 3 Southwest Ohio, Chapter 7 -- Region 7 made me the 4 public official of the year for 2004. 5 This is the plaque and everything, and 6 some of the people that was there. Ed was there, 7 Captain, and Allen. It was -- it was really a nice 8 affair. I thought it was, you know, but I just 9 wanted to let you know that. All right. The CDC 10 award presentation. Mary? 11 MS. JOHNSON: Well, it's a great honor 12 for -- to address the trustees because of the help 13 that you all have given us last year when we were 14 trying to prevent the dangerous chemicals from 15 coming into our community. 16 MR. ELIJAH: Mary? 17 MS. JOHNSON: Yes, sir. 18 MR. ELIJAH: If I just may -- for the 19 record, would you state your name and address? 20 MS. JOHNSON: My name is Mary Johnson, 21 and do I need to spell it for you? Okay. And my 22 address is 492510 Shaw Drive, and -- 23 MR. ELIJAH: Thank you. 24 MS. JOHNSON: In May the citizens for the 25 responsible destruction of chemical weapons MIKE MOBLEY REPORTING 937-222-2259 4 1 received an award from the peace bridge community 2 of the City of Dayton for our work in preventing 3 the VX chemical from coming into Montgomery County, 4 and we wish to pass that award onto the trustees 5 because without the trustees, we would not have 6 been able to be successful in that venture. 7 So when we have the plaque, we will 8 present it to you. 9 MR. SIMS: Thank you, Mary. Give her a 10 hand. Mary Johnson. All right. Announcements? 11 West Third Street improvement began June the 28th. 12 Jefferson Township Day, June the 25th through the 13 27th. Crown Point day is August the 27th through 14 the 28th. Spring newsletter, week of June the 15 14th. 16 The department report, trustee report. 17 Mr. Allen Elijah. 18 MR. ELIJAH: Are there department 19 reports? 20 MR. BRADLEY: Should be the last page of 21 your agenda of your package. 22 MR. ELIJAH: Does everybody have a copy 23 of that? 24 MR. BRADLEY: Yes. 25 MR. ELIJAH: I'm sorry, Mr. Sims. MIKE MOBLEY REPORTING 937-222-2259 5 1 MR. SIMS: Mr. Allen Elijah, trustee -- 2 MR. ELIJAH: Trustee report. 3 MR. SIMS: -- report. 4 MR. ELIJAH: I just have a few things to 5 talk about. One has to do with the trustees Brice 6 and Angela and myself talking with and working with 7 the school board about the situation that they ran 8 into last March, I think, when the levy did not 9 pass, and we need to talk with the school board 10 about their plans for -- their plans for funding. 11 As Brice mentioned, there are meetings currently 12 being held with Trotwood on the Third Street 13 corridor development, and there are enhancements 14 that are to take place yet this year, at least 15 landscaping and sidewalk enhancements between 16 Infirmary Road and the connector here on both ones, 17 both Jefferson and Trotwood side. 18 I believe that's phase one of some 19 development that's going to be done, is that true 20 Mr. Bradley, this year? 21 MR. BRADLEY: The landscape -- street 22 scape is actually a part of the GBC grant, but 23 phase one is this year as well. Begins from Olive 24 Road to Maynard. That's the -- 25 MR. ELIJAH: Okay. So the development MIKE MOBLEY REPORTING 937-222-2259 6 1 will be taking place this year from Infirmary down 2 to Olive Road? 3 MR. BRADLEY: Actually it's Trotwood 4 connector here, and then phase one of the new 5 funding is from Olive Road to Maynard. 6 MR. ELIJAH: Is that this year? You're 7 saying it could be this year's funding, but we 8 don't get it until next year? 9 MR. BRADLEY: Depending on the 10 contractor, boarding bids and whether all those 11 elements are there. We had initially thought it 12 would be early fall, but it may not be. 13 MR. ELIJAH: May not get it this year. 14 MR. BRADLEY: Right. 15 MR. ELIJAH: Okay. The other thing I 16 want to make mention of is the Southtown Shopping 17 Center. We're talking with the owner of that 18 center for development opportunities. We've had a 19 couple of meetings and they've already indicated 20 that they want to redevelop that. What the 21 Township wants to do is to see if we can help them 22 determine what they might populate that with, 23 looking at services and amenities for the township. 24 So those discussions are going on right now as 25 well, and I'll report on these as we go forward. MIKE MOBLEY REPORTING 937-222-2259 7 1 Just another item, say -- there was a 2 meeting with Debbie Feldman from Montgomery County 3 to talk about the Dora Tate Center, and as you are 4 aware, the Township offices used to be located in 5 the Dora Tate Center, and one of the reasons that we 6 wanted to get our own facility is to allow the 7 county to better utilize that facility. They're in 8 the process of remodelling the Dora Tate Center now. 9 It'll be completed this year, and one of the things 10 that they want to do is to provide some community 11 based support programs. 12 For instance, they'll have a computer lab 13 that will be staffed, that Township residents will 14 be able to take advantage of in order to enhance 15 their computer skills. There's also going to be an 16 adult learning facility proposed for inside the Dora 17 Tate Center. So after the remodelling is done, we 18 want to work more closely with the county so that we 19 can determine what should of those things might be 20 that go into that space. 21 So just as a side, they are -- they have a 22 program there now, an after school program for -- 23 that's utilizing funding from the No Child Left 24 Behind initiative put forth by President Bush, so 25 they're taking in after -- after school care MIKE MOBLEY REPORTING 937-222-2259 8 1 currently for children that come from throughout the 2 county, I believe, is -- Robert -- 3 MR. BRADLEY: Yes. 4 MR. ELIJAH: Throughout the county it's 5 offering to them, and also going to be -- they're 6 also going to be expanded to take over the Head 7 Start responsibility at that facility as well. 8 But, again, we want to try to see if we can offer 9 some suggestions on how they might do some of the 10 programming for that space. Let's see, the last 11 thing -- thing that I have, Mr. Sims, is support 12 for an initiative to rename Chaney Avenue after 13 Donald Smith. Donald Smith is a Jefferson Township 14 native, born and raised and went onto the 15 University of Dayton and he recently passed away, 16 unfortunately from cancer, and Donald was a very 17 religious man. He was a role model. We want to 18 honor his memory, not only his ability on the 19 basketball floor, but his contribution to the 20 community after that, and we propose renaming 21 Chaney Avenue, which is the street that he grew up 22 on, to Donald Smith Way. You'll be hearing some 23 more about this initiative, but this is something 24 that's going to be forthcoming. 25 That's all I have, Mr. Sims. MIKE MOBLEY REPORTING 937-222-2259 9 1 MR. SIMS: Okay. I'm very proud of 2 having Allen to negotiate with Steve Routs with the 3 shopping center. Allen is good at that. That's 4 his field. He does it every day. He's at Wright 5 Dunbar. And I'm very proud of you, Allen, dealing 6 with that, because I know that we're going to do 7 some things there and I know some things that 8 you're talking about, about funding is going to 9 make Jefferson Township good. 10 So I'm very glad you are negotiating with 11 them, because you know what to talk about and 12 everything. I don't have that experience that you 13 have, but I have so -- 14 MR. ELIJAH: I'm not politician of the 15 year, so -- 16 MR. SIMS: Okay. But I just wanted to 17 let you know Allen's doing a super good job doing 18 that. We are -- I have been in the Crown Point 19 area for the last month. We have really cleaned 20 that up. We're doing a whole lot of things over 21 there and most people over there, some of the new 22 homes, they're happy with what we're doing. So I 23 usually go house to house, I talk to people over 24 there. Make sure that whatever they want, they 25 get. You know, services Jefferson Township. MIKE MOBLEY REPORTING 937-222-2259 10 1 So I've been over in the Crown Point area. 2 We've been doing a whole lot of things in the Crown 3 Point area. We are getting ready to get a new 4 captain. We just got a new captain, and he got 5 promoted as a major. Now, we got another captain. 6 So Captain Ed, could you introduce him. 7 CAPTAIN ED: I'd like to introduce Larry 8 Schroeder. He's a sergeant with the Sheriff's 9 office. Been there 16 years. January -- or 10 July 1st he's being promoted to captain and he'll 11 take my position out here on Infirmary Road. I'll 12 be moving downtown. 13 MR. SIMS: All right. Give him a hand. 14 I know a lot of you came to the meeting -- 15 we're about through, but ya'll came a little late, 16 you know, and we started at 7:00 and everything, but 17 I would like for Mary to get up and say what you had 18 to say so the people would know about the 19 presentation. Could you get up and say it again, 20 Mary? 21 MS. JOHNSON: Well, we have Ms. Bronston 22 here, and she's going to help me with this right 23 now. Here is the -- here is the plaque that the 24 citizens of Jefferson Township -- 25 MR. ELIJAH: Go ahead, Mr. President. MIKE MOBLEY REPORTING 937-222-2259 11 1 MS. JOHNSON: You want to read it, or you 2 want to say something? 3 MS. BRONSON: She already said something? 4 MS. JOHNSON: I said something already. 5 So if you would read it, that would be all right. 6 MS. BRONSON: Okay. Well, I have to say 7 something too. I'm sorry if I missed it, but this 8 really is a benchmark for the citizens of Jefferson 9 Township, where working together really made a huge 10 difference, and so for the citizens of Jefferson 11 Township we'd like this to be displayed in the 12 office so that they can come at any time and see 13 what the result of their hard work was in a 14 situation where we were told that we could not 15 succeed. 16 So in our opinion, this is the beginning 17 of all kinds of possibilities, which we hope to 18 reinforce on many of the initiatives that the 19 community will entertain. And it says peace bridge 20 2004. My peace pledge. Coming together as a 21 community. This celebrates the lives and work of 22 the citizens of Jefferson Township for their 23 commitment to the well being of the greater Dayton 24 community, the values of peace and reconciliation 25 for raising concerns regarding the issue of VX MIKE MOBLEY REPORTING 937-222-2259 12 1 disposal, and their tireless and persistent 2 faithfulness in the obstacles. 3 These citizens, and that's you all, all of 4 us, these citizens are our embassadors of peace, and 5 we'd like to present this to the community and to 6 you, Mr. Sims, on behalf of all of the citizens for 7 display here. 8 MR. SIMS: Well, it's a heart felt 9 pleasure and an honor to receive this, and we will 10 put it up on the wall, and I'm so glad that we got 11 this. Give them a hand. They're hard workers. 12 You want some pictures? I love pictures. This is 13 the public official of the year. It's like a 14 prison, you know. You got your sign there. 15 MS. JOHNSON: You want to put it to the 16 side there. Yeah, that's better. 17 MR. SIMS: My number, ya'll. Thank you. 18 Mary, I appreciate that. Mary, thank you. Okay. 19 Risk management activities, Mr. Bradley? 20 MR. BRADLEY: They replaced -- repaired 21 the stop sign at Maynard Avenue and West Third 22 Street on April -- May the 13th. 23 MR. SIMS: Okay. 24 MR. ELIJAH: Mr. President, I have a 25 question under risk management. Mr. Bradley, MIKE MOBLEY REPORTING 937-222-2259 13 1 there's a street repair on Rosadore just off of 2 Dayton Liberty Road that's been under repair -- 3 MR. SIMS: I forgot that. 4 MR. ELIJAH: -- for the last -- 5 MR. BRADLEY: About two months. 6 MR. ELIJAH: More than that. 7 MR. BRADLEY: I talked to Jim about that, 8 and they put the asphalt in where they repaired the 9 water main break, and according to Jim they have to 10 let it settle before they put the finishing cap on 11 there. That's his understanding. 12 Now, I believe that that street is also 13 due for resurfacing this year as well, so they may 14 be waiting for that then. 15 MR. SIMS: No. That street they did it 16 last year. Hagan and Maynard is due this year. So 17 they -- 18 MR. BRADLEY: Well, I'll check on if we 19 can expedite getting that capped off. 20 MR. ELIJAH: Because if nothing else, the 21 yellow barrel -- the orange barrels are knocked 22 down and it's not being maintained, I think, in a 23 safe manner if it's to keep the public safe during 24 that settling period. 25 MR. BRADLEY: Uh-huh. MIKE MOBLEY REPORTING 937-222-2259 14 1 MR. SIMS: Mr. Bradley, I got some 2 concerns about street signs. We got some street 3 signs that's -- it might be -- I'm just giving 4 you -- Holtwell and Derby, but Holtwell's on Derby, 5 and Derby's on Holtwell. I think what you need to 6 do is tell Mr. Thompson he needs to check all these 7 signs out and the stop signs. Some of them are 8 fading. I mean, they are fading. I mean, you can 9 go up to a stop sign, they're faded. We need new 10 stop signs. We need -- you need to check on that. 11 It's very important because a lady called me, she 12 said, Mr. Sims, we haven't had a stop sign here in 13 20 years and it's not no stop sign, it's just a 14 sign because you can't see the stop, so we need 15 to -- we need to get -- he needs to take an 16 inventory, going around the Township and take an 17 inventory of all the signs. The one's that's not 18 corrected. You know, I mean, the ones that we need 19 to correct it. He needs to do that. I mean, it's 20 very important. 21 Getting back to the trash. Mr. Green? So 22 glad you came. Behind that -- we took care of that, 23 you know, the one you was talking about? 24 MR. GREEN: Uh-huh. 25 MR. SIMS: Yeah. Because it's a lot of MIKE MOBLEY REPORTING 937-222-2259 15 1 other things we are taking care of right now too 2 because that was a sore eye, and the people back 3 there -- it was not just you complaining, but the 4 citizens are very happy that we did it because I 5 had a couple phone calls. One lady called me and 6 said it's about time, you know, so I thought that 7 was very good. Any citizen's comments? Robert? 8 MR. BRADLEY: We have no forms, sir. 9 MR.
