JONES: Call the meeting to 2 order. 3 (Thereupon, the pledge of allegiance 4 was recited.) 5 MS. JONES: Approval of the minutes 6 held on June 3. 7 MR. SIMS: I make a motion to 8 approve the minutes held on June 3. 9 MR. ELIJAH: A motion has been made. 10 Do we need to do roll call? 11 MS. JONES: I second. 12 MR. SIMS: Okay. 13 MR. ELIJAH: We have a motion on the 14 table. 15 MS. JONES: Let's just amend that 16 and we'll go to roll call for the clerk, please. 17 MR. ELIJAH: I'd like to do an 18 official roll call for the July 1 meeting of the 19 Jefferson Township Trustees. Mr. Sims? 20 MR. SIMS: Yes. 21 MR. ELIJAH: Mrs. Jones? 22 MS. JONES: Yes. 23 MR. ELIJAH: And Mr. Ramsey? 24 MR. RAMSEY: Present. 25 MR. ELIJAH: Let the record reflect 3 1 all trustees are present at the July meeting. 2 MS. JONES: Now, approval of the 3 minutes held on June 3, 2003. Can I have a 4 motion on the table? 5 MR. SIMS: I make a motion to 6 approve the minutes as read June the 3rd, 2003. 7 MS. JONES: Second. 8 MR. ELIJAH: The motion has been 9 properly moved and seconded. I'd like to call 10 for the vote. Mr. Ramsey? 11 MR. RAMSEY: Yes. 12 MR. ELIJAH: Mrs. Jones? 13 MS. JONES: Yes. 14 MR. ELIJAH: And Mr. Sims? 9 MR. SIMS: Yes. 10 MR. ELIJAH: Please let the record 11 reflect that the trustees have unanimously voted 12 Roy Mann as fire chief for Jefferson Township. 13 MS. JONES: Trustees' report. 14 Mr. Sims? 15 MR. SIMS: I don't have none. 16 MS. JONES: Mr. Ramsey? 17 MR. RAMSEY: I would like to -- and 18 I'll do it again. I would like to make a 19 statement relative to Jefferson Township Days 20 that was held last week. It was a tremendous 21 affair, it was awesome, the best they've ever 22 had. They had an electric cable at the entrance 23 and they say that we had approximately 12,500 24 people but that's just -- I think you can add ten 25 percent to that, you know. It was really a great 5 1 affair. Jefferson Township really did a good 2 job; and most important thing is, I think there 3 were no incidents at all. We had idea security. 4 But I would be remiss in my statement for the 5 record if I didn't suggest that here again the 6 western end of the community or the non 7 minorities did not participate nor did they show. 8 We made every effort to solidify our township, 9 and Jefferson Township Days was something that we 10 should all have participated in but we didn't and 11 will continue to try. 12 I also would like to comment on 13 Permafix for the record. This community owes a 14 debt of gratitude to Wilma Bronston and Mary 15 Jonston for their tenacious work in trying to 16 prevent the transportation of VX Hydrolysate into 17 our community. They are knowledgeable. They 18 know exactly what's going on. They have gone to 19 council meetings across the county and made their 20 presentation. Now, we've had other leaders who 21 have tried to do some things and have tried to 22 make it a media circus but Wilma Bronston and 23 Mary Johnston deserve accommodation for the work 24 they've done with Permafix. That's all I have to 25 say. Madam president. 6 1 MS. JONES: I have no report. I 2 would like to request from the board if maybe we 3 can look at some dates at a later time for -- to 4 start back up with the school board with the 5 quarterly meetings once the new superintendent 6 has come on board so that we can start back with 7 having communications, at least that way we will 8 know what's happening in the whole community. So 9 if you all would like to continue with that, then 10 we need to talk about maybe some dates and 11 sending a letter when he comes to tell him that 12 we would like to start that back up again or it 13 could be less, once a quarter. We can talk about 14 a time later but a thought for you to think about 15 if you want to do that. 16 MR. RAMSEY: I'm not opposed to 17 that. 18 MS. JONES: Mr. Sims? 19 MR. SIMS: I'm not. 20 MS. JONES: Risk management. 21 Mr. Bradley? 22 MR. BRADLEY: Yes. Stop sign 23 repaired on June 11 at Forney and Huffman, again, 24 on June 18 and repaired the object marker at 2811 25 Infirmary Road. That concludes the risk 7 1 management activities for the month of June. 2 MS. JONES: Mr. Bradley, were you 3 done? 4 MR. BRADLEY: Yes. 5 MS. JONES: Approval of the 6 financial report for the proceeding month. 7 MR. SIMS: I make a motion to 8 approve it. 9 MR. RAMSEY: I second that motion. 10 MR. ELIJAH: The motion has been 11 properly moved and seconded for the approval of 12 the June financial report. I'd like to call for 13 the vote, please. Mrs. Jones? 14 MS. JONES: Yes. 15 MR. Please let 20 the record reflect the approval of the June 21 financial data for Jefferson Township. 22 MS. JONES: Citizens' comments. We 23 have no forms up front but I will open the floor 24 to anyone who wants to speak to the board. 25 MR. HEYDUCK: On this horse farm or 8 1 whatever they want to call it, that children's 2 deal on Derby Road, that one that changed all 3 that zoning and everything -- and that road's not 4 wide enough to handle horse trailers. 5 MS. JONES: I need you to state your 6 name too for the record and then we'll address 7 your comments. So she needs to have your name so 8 if you state your name and address for her. 9 MR. HEYDUCK: James Heyduck, 10 H E Y D U C K, 6736 Dayton-Farmersville Road, 11 Dayton, Ohio. 12 MS. JONES: I'm sorry. 13 MR. HEYDUCK: I mean, it might be 14 good for the business but that road won't and it 15 had no horse trailers, you know. We had two 16 people hurt or killed over there this past year. 17 MS. JONES: We had stated at the 18 last meeting and I need to also let you know that 19 if that case has come before the board, then we 20 cannot be involved in that case at this point. 21 So it would be the zoning commission. And at 22 their meeting you would have to address your 23 concerns at such time that a decision is made by 24 the zoning commission, then the board of trustees 25 can then be a part of that. So we're restricting 9 1 any comments to that and trying to wait until the 2 zoning commission makes the decisions that they 3 need to make. 4 MR. HEYDUCK: I want to ask one more 5 question while you got a -- we ain't got a big 6 crowd. Is there any way that the township could 7 post a weight limit on the county roads like 8 Moraine and all the rest of them does? They've 9 got -- since Moraine took over -- Jefferson 10 Township, they got Liscum Drive and then like 4 11 or 5,000 pounds, 7,000, whatever it is, load 12 limits. If they can do it, why can't we get 13 something done? 14 MR. RAMSEY: Can I address that? 15 Moraine can do that on the streets that they 16 maintain. Any street that they maintain they can 17 do anything they want to on it. The county 18 maintains certain roads and Jefferson Township 19 and so the county has to do that. Now, on 20 streets that we maintain we can put up no trucks 21 go through, weight limits, anything we want; but 22 we can't do it on state routes or county routes. 23 Now, we can suggest to the county that you put a 24 weight limit on your roads, but that doesn't mean 25 they have to do it, you know. But those roads in 10 1 Moraine are streets that Moraine controls, 2 maintains. They're their streets. 3 MS. JONES: Dixie, would you like to 4 say anything? 5 MR. THOMPSON: I'm just here 6 listening to see what -- and if I get started, I 7 don't know where I would stop at. 8 MS. JONES: All right. Well, it's 9 good to see you here. 10 MR. SIMS: Nice seeing you.
