JONES: Mrs. Fortson, at this 9 point would you address the board, please? 10 MS. FORTSON: Yes. Members of the 11 hearing, Case No. ZC-03-002, zoning change from 12 I-1 to R-4, light industry to single family 13 residence, the Jefferson Township has initiated 14 this zoning change to accommodate new housing 15 with the Miller Valentine partnership, with 16 construction beginning in the new year, 2004. 17 MR. SIMS: Make a motion to change 18 it. 19 MR. ELIJAH: A motion has been made. 20 Is there a second? 21 MR. RAMSEY: Who made it? 22 MR. SIMS: I did. 23 MS. JONES: Mr. Sims made a motion 24 to change. 25 MR. RAMSEY: I second. I was -- 3 1 okay. 2 MS. JONES: Any questions on the 3 motion? 4 MR. RAMSEY: I just wondered if 5 there was anybody here to speak -- speak on 6 behalf of the zoning change. I thought Ms. Blake 7 was going to be here, but she is not going to be 8 here for this? 9 MS. JONES: She isn't present. 10 MS. FORTSON: She is probably 11 running late. 12 MR. BRADLEY: No, she called and 13 said she isn't going to be able to come. 14 MR. RAMSEY: I second. 15 MS. JONES: We have a motion on the 16 table. Can I have a vote, please? 17 MR. ELIJAH: I would like to call 18 for the vote. Mr. Sims? 19 MR. SIMS: Yes. 20 MR. ELIJAH: Ms. Jones? 21 MS. JONES: Yes. 22 MR. ELIJAH: Mr. Ramsey? 23 MR. RAMSEY: Yes. 24 MR. ELIJAH: Please let the record 25 reflect that the trustees have agreed to approve 4 1 the zoning change from I-1 to R-4 for ZC-03-002. 2 MS. JONES: Thank you. 3 Mrs. Fortson, thank you. 4 MS. FORTSON: Next case, ZC-03-001, 5 Shekinah Ranch Foundation. This case was 6 previously tabled. This is a request for a 7 zoning change for an agricultural -- for a 8 residential district, which is R-1, to an 9 agricultural district. I was advised by counsel 10 for the applicant that they are now withdrawing 11 their petition. 12 MS. JONES: Is there anyone here on 13 behalf of Shekinah Ranch? 14 MS. HYMAN: Yes. 15 MS. JONES: Would you stand, please. 16 MS. HYMAN: Christine Hyman for 17 Shekinah Ranch. This is a notification from our 18 board. At this time, Shekinah Ranch has chosen 19 to withdraw our application for rezoning. We 20 want to foster more public relations so that the 21 community has a greater understanding of what our 22 purpose is. Our goal is to enhance the quality 23 of life, rather than being perceived as a 24 disturbance. 25 MS. JONES: Thank you. 5 1 MS. HYMAN: You are welcome. 2 MS. JONES: At this point, I guess 3 we don't have to address the Shekinah Ranch 4 issue, based on the fact that Shekinah Ranch has 5 withdrawn their application at this time for the 6 rezoning change. 7 MS. FORTSON: That is correct. 8 MS. JONES: Thank you. 9 MS. HYMAN: Thank you. 10 MS. JONES: Mrs. Fortson, what is 11 this on the agenda, presentation by applicant? 12 Is that for the Shekinah Ranch? 13 MS. FORTSON: That was for Shekinah 14 Ranch. Since they are withdrawing their 15 petition, we no longer require that. 16 MS. JONES: Thank you. Comments by 17 citizens? 18 MR. BRADLEY: I have one, Madam 19 President. Robin Mobley of 1048 Maiden Place 20 wishes to speak on the ranch. 21 MS. MOBLEY: I just want to say, 22 being around children all the time and a mother 23 having four children, I would hope that the next 24 time that an issue comes up dealing with young 25 people with an organization that we -- we really 6 1 look into it, that we don't -- I am not saying 2 that there was hesitation or anything. 3 But, well, let's put it this way, I 4 don't know how to say it. I really don't. I 5 just want to say that the next time something 6 like that comes up, which I know that the 7 trustees and everybody is doing their job, but 8 when it comes to dealing with our young people, 9 and you look at what we have and what we don't 10 have in Jefferson Township, it just really kind 11 of hurts me a little bit that we have to go 12 through so much. 13 And when I say we, people in general 14 that try to do youth mentoring programs or bring 15 programs into the township. And I hope that this 16 is addressed to Shekinah Ranch, the public 17 relations that you are about to do or that you 18 are going to do, I really hope that it's 19 successful, and I really hope that you do reach 20 the people in the community that you need to 21 because, as a mother, I would love to send my 22 kids there during the summertime to a ranch so 23 they could learn about animals and all the other 24 things that you do. 25 MS. JONES: Thank you, Ms. Mobley. 7 1 Is that all the citizens' comment that you have, 2 Mr. Bradley? 3 MR. BRADLEY: Yes. 4 MS. JONES: Comments by the board, 5 Mr. Sims? 6 MR. SIMS: Well, I was so pleased to 7 hear you say what you said because I just feel 8 that you can probably do anything you want to do. 9 All you have to do is lobby over in an area to 10 get the people to know who you really are and 11 everything. I am very pleased about that. I can 12 help you lobby if you want me to. The thing 13 about it is I think there was a right direction 14 because I actually -- you know, you didn't have 15 the neighbors mad at you and all this. So I like 16 your decision on that. 17 MS. JONES: Is that it, Mr. Sims? 18 MR. SIMS: Yes, ma'am. 19 MS. JONES: Mr. Ramsey, any 20 comments? 21 MR. RAMSEY: No comment. 22 MS. JONES: The only thing that I 23 have to say is that I did come out and look at 24 Shekinah Ranch. I think that what we need to do 25 is more of an educational piece. I like the idea 8 1 of the public relations. You know, we do want to 2 see that. We want to make sure that we all have 3 good neighbors and that there is an understanding 4 and clarification. 5 There is some education that needs 6 to be done on both sides. I would like to see 7 the citizens have more information about the 8 purpose and the goals of Shekinah Ranch. So I 9 guess that we will end it here, and I hope that 10 things go well from this point on. And thank 11 you, Christine, for coming in and bringing that 12 to the board.
