ELIJAH: We would like to welcome 4 you to February's township meeting. And if we 5 could call the roll, please, Mr. Walker? 6 MR. WALKER: Allen Elijah? 7 MR. ELIJAH: Present. 8 MR. WALKER: Angela Jones? 9 MS. JONES: Present. 10 MR. WALKER: Brice Sims? 11 MR. SIMS: Present. 12 MR. ELIJAH: May I have a motion for 13 the approval of the minutes of January 4? 14 MR. SIMS: So moved. 15 MR. ELIJAH: Is there a second? 16 MS. JONES: I second. 17 MR. ELIJAH: It's been so moved and 18 seconded. I would like to call for the vote. 19 MR. WALKER: Call for the vote. 20 Brice Sims? 21 MR. SIMS: Present -- oh, yeah, yeah. 22 MR. WALKER: Allen Elijah? 23 MR. ELIJAH: Yes, I vote for 24 approval. 25 MR. WALKER: And Angela Jones? MIKE MOBLEY REPORTING 937-222-2259 3 1 MS. JONES: Yes. 2 MR. ELIJAH: Clerk's business? 3 MR. WALKER: Okay. Today we finished 4 up the bank statement. And so after finishing the 5 bank statement, we normally would run all the 6 monthly reports, monthly and yearly reports, so 7 that has to be done. So I can't give you a 8 preliminary report tonight. 9 I can say preliminarily, total of 10 receipts was a million seven, a million seven 11 fourteen, and the expenses were a million seven 12 fifty-three. And that's about all I can give you 13 at this time. 14 MR. ELIJAH: Any questions? Old 15 business? Mr. Bradley, there were several items 16 from last month that you were looking into and 17 have some status update on, the fence on Infirmary 18 Road and the -- the lighting, the lighting 19 outside. 20 MR. BRADLEY: The parking lot? 21 MR. ELIJAH: Yes. 22 MR. BRADLEY: Yes, the fence issue is 23 going to be resolved by the code enforcement 24 officer once we hire the person. We are hiring 25 the zoning administrator. That's the person that MIKE MOBLEY REPORTING 937-222-2259 4 1 does the applications and issuance. Now, the code 2 enforcement is the person that will work outside 3 on code violations of the township resolution. 4 That person has yet to be selected. 5 With respect to the fence, we looked 6 at two options -- I mean, the lighting, we looked 7 at two options, either having the lighting on the 8 building itself or lighting -- additional lighting 9 in the parking lot. The parking lot lighting 10 would be extremely expensive because we have to 11 tear up the existing parking surface and install 12 the lights and power underground. So we are 13 looking now at the lighting for the building to 14 light the parking lot, but we have not gone any 15 further to make that determination. 16 MR. ELIJAH: Okay. Let's see, under 17 new business, we have a resolution for 18 consideration. Mr. Bradley, would you summarize 19 that? 20 MR. BRADLEY: Yes. We are required 21 to submit to the auditor the annual appropriation, 22 and part of the process is to submit a temporary 23 appropriation until such time as you can get all 24 your numbers finalized. What I have presented 25 before you here is two point one million dollar MIKE MOBLEY REPORTING 937-222-2259 5 1 temporary appropriation for 2005. 2 That will allow us to operate until 3 April 1 of this year. At that time, we have to 4 have the permanent appropriation to the Montgomery 5 County auditor, and this allows us to basically 6 conduct business until that time. 7 MR. ELIJAH: Okay, so Mr. Walker is 8 working on this. He has got this matter well at 9 hand. 10 MR. BRADLEY: As we are aware, it's a 11 joint effort at this point in terms of the 12 submissions that are required. He has already 13 established the expenses and receipts. From those 14 numbers, we can generate the required year-end 15 reports to the auditor. And then subsequent to 16 that, we will be in a position to finalize the 17 appropriation for 2005. 18 MR. ELIJAH: Okay. Are there any 19 questions? May I have a motion, then, to approve 20 resolution 05-2, temporary -- 2005 temporary 21 annual appropriation? 22 MR. Yes, Jerry. 9 Department reports, Mr. Bradley? 10 MR. BRADLEY: I have attached them to 11 the agendas for all, and everybody has them before 12 you, unless you would like to read them. But each 13 person has a copy of it attached to the agenda. 14 MR. ELIJAH: Trustee reports? 15 Mr. Sims, do you have -- 16 MR. SIMS: Don't have nothing at this 17 time. 18 MR. ELIJAH: Mrs. Jones? 19 MS. JONES: No. 20 MR. ELIJAH: This is a publication 21 that we get as elected officials for township 22 news. And starting tomorrow in Columbus, there is 23 going to be the Ohio Association's winter 24 conference, and that's one of the activities that 25 draws all of the township elected officials and MIKE MOBLEY REPORTING 937-222-2259 7 1 interested parties to the sessions that they hold, 2 and that will be going on the balance of this 3 week. 4 We would like to be able to try to 5 get some of this information out to you guys, 6 maybe through Channel 13, so if there was any 7 interest in attending some of this stuff, it would 8 be something that you could plan for. So I just 9 wanted to pass that information along. I am 10 sorry? 11 MS. TAYNOR: I had a question to ask 12 about that. Is there items in there that you can 13 put in the newspaper for our Jefferson 14 Neighborhood News that we would be able to -- or 15 put it in the -- or would you have it in time to 16 put it into the Jefferson Chronicles so that we 17 could read what's coming up so that we would be 18 able to attend? 19 MR. ELIJAH: Since the editor of the 20 Chronicle is sitting right down there, he could 21 answer that question. 22 MR. BRADLEY: Yes, Mary, I can do 23 that. But given the timeliness of the event, 24 starting tomorrow -- but that's a good idea. 25 MR. ELIJAH: She is talking about in MIKE MOBLEY REPORTING 937-222-2259 8 1 the future? 2 MS. BRADLEY: I have a Ms. Mary 15 Johnston of 4925 Tinshaw, and she wants to speak 16 on a plaque. 17 MS. JOHNSTON: Good evening. Last 18 year, we presented the board a plaque from the 19 Citizens For the Responsible Destruction of 20 Chemical Weapons because we wanted to share the 21 joy of our success in preventing the VX poison 22 being brought here in its supposed broken-down 23 form, and it's been practically a year. And since 24 it seems to be you are unable to mount it for 25 reasons that you explained that, you know, you had MIKE MOBLEY REPORTING 937-222-2259 9 1 some kind of stipulations, I would like to have it 2 back. 3 MR. ELIJAH: Okay. Next, 4 Mr. Bradley? 5 MR. BRADLEY: That's all the speaker 6 forms I have. 7 MR. ELIJAH: There are no more 8 speaker forms? 9 MR. BRADLEY: None have been 10 presented to me. 11 MS. CALHOUN: I don't have a form, 12 but I just wanted -- I didn't understand what she 13 meant about the plaque. 14 MS. JOHNSTON: Last year, the 15 citizens received an award from the city, from the 16 City of Dayton, lauding us for our efforts as a 17 community for making a contribution to the 18 whole -- not only to this community, but to the 19 State of Ohio. And we presented it to the 20 trustees, who said that they would mount the 21 plaque. But they had some stipulations that they 22 said that it ran counter to mount it. So I just 23 want it back. 24 MS. CALHOUN: I don't -- 25 MS. JOHNSTON: They were able to MIKE MOBLEY REPORTING 937-222-2259 10 1 mount it for certain reasons that I don't know. 2 And I am saying that since it could not be 3 mounted, we would like to have it back and to be 4 placed with our other things that we have acquired 5 for the last two years. 6 MS. CALHOUN: I didn't do a form, but 7 could I have an answer why it wasn't mounted? Is 8 it just a plaque? Why wasn't it mounted? 9 MS. GREEN: Please? 10 MS. CALHOUN: Why wasn't it mounted? 11 Did they say why? 12 MS. JONES: I haven't seen it. It 13 wasn't presented to the board of trustees. 14 MS. JOHNSTON: Yes, it was. I have 15 got pictures. It was last year. 16 MR. SIMS: It was presented to the 17 board. 18 MS. JONES: Then maybe I was absent 19 that day because I wasn't here when a plaque was 20 presented to the board. 21 MS. JOHNSTON: Well, that's all 22 right. I just want it back; that's all. 23 MS. CALHOUN: I mean, why couldn't we 24 put it up? Is there a reason why we can't hang 25 it? We have got pictures up there. I mean, don't MIKE MOBLEY REPORTING 937-222-2259 11 1 we have a place for plaques for people in the 2 community? I mean, it's our community. I mean, 3 is there an answer for this? 4 MS. JONES: I haven't even seen the 5 plaque. 6 MS. GREEN: I was here when she 7 presented that plaque to you guys. I remember 8 that. And she -- somebody took some pictures, so 9 I was here. So I don't know how you say -- you 10 haven't seen the plaque? 11 MS. JONES: No. I don't think I was 12 here when it was presented. I heard of the 13 plaque. Brice had told me that they had gotten a 14 plaque. 15 MS. CALHOUN: But nobody is giving us 16 an answer as to why the plaque is not going up. 17 Is there a reason why it's not hanging up? 18 MS. JONES: She wants it back. 19 MR. ELIJAH: She wants it back. 20 MS. JOHNSTON: That's not the reason. 21 I want it back because it's not mounted. 22 MS. CALHOUN: Is there a reason why 23 it's not being hung? 24 MR. ELIJAH: Can I do this?
